I'm not a huge grow bag fan, much prefer pots because the bigger ones have a greater depth of soil. I've never tried, but I doubt you could grow leeks or carrots in a grow bag.
You should give Moreveg.com a try. They offer smaller quantities of seed (a lot for just 50p per packet), which means you can try things and see if they work for your situation without wasting too much money.
I've had good success with most things bought from there, except thyme (which is tricky to germinate from seed anyway). Currently growing 2 types of chard, Italian kale, mangetout, sugarsnap peas, red and purple carrots, and 2 types of beetroot from there and all in containers. Basically don't overcrowd the pots and make sure they don't dry out. Using saucers is good as you retain more of the nutrients that are washed away when watering.
You can grow a lot of stuff in containers as long as you have the sunlight. I have a veg patch too, but I prefer growing a lot of stuff in containers as I grow everything organically and don't use pesticides or herbicides, so it's easier for me to manage weeds/pests.
I prefer pots too. Growbags are really only good for tomatoes and even then I prefer pots.
I made a cascading plant stand (think wide ladder) to maximise growing space for my pots. If your balcony is wide enough you could consider something similar.
Remember to check the sowing times of the veg you want to grow.
