white dusty leaves on apple tree

the new growth on my mothers apple tree is twisted, white and slightly dusty,

I think its a fungal infection, my mother thinks it's silver leaf (despite me telling her it only affects stoned fruit trees and looks totally different!) can anyone solve an argument and also tell me how to treat the fungal infection!
