Hi we have moved into a flat with a large communal garden there is a large pile of garden soil at the bottom (from when previous tenant dug up some bushes) can we use the soil in our vegetables and potato bags.

You could but
I find a few snags with using garden soil in bags containers it is not so free draining- like a proprietary compost- and tends to set like concrete sometimes and you might set up a cosy breeding ground for some nasties
Having said that add some fertilizer and give it a go-see what happens
I would suggest mixing it 50/50 with multi compost if its got clay add some sharp sand to assist drainage.
Chicken pellets ,growmore-something like that
