Dahlia buds forming but not opening

I have a number of dwarf dahias, all showing the same symptoms. Big, fat buds are forming but failing to open. They are turning brown at the tip and then working down the bud. Plants are in pretty much full sun until about 3pm and in shade after that.
The leaves are also being chewed, but I suspect slugs/snails as the culprit for that part. I've put 'breakfast' down for them. 
Any thoughts on cause and possible solution appreciated.

Could it be something along the same line as bud drop in roses? don't know where you are but in NI we haven't had summer yet, still waiting! but in previous years when its been like this and wet the rose buds rot from the tip, then fall off. Just a thought, but hope you can a solution
Not in pots. Directly into the border. We haven't had a lot of rain here although when it has arrived it has come down hard. I'm watering the borders regularly and all other plants are doing fine.
