Dwarf Apple Trees

Has anyone any ideas why just one of my two dwarf apple trees has developed a symptom of leaves curling up and in on themselves? I cannot see any evidence of disease other than the curling and the other tree is perfect.
The affected tree was positioned under a low overhanging tree from my neighbours garden, I only mention that just in case it might be significant. Both trees have now been moved to an east facing wall with clear space all around

Yes Edd they are, I bought them in the spring. Both have done very well in fact the one now affected blossomed a whole lot more than the other. Do you have any suggestions?
