Lawn

Hi All

I was wondering if its to late to treat my lawn and in what order. If its not too late should I mow,scrafy, fork,apply top soil and grass seed,

And where does lawn(?) sand come in, in this equation? 

And what about treating any weeds? When would I deal with that?

And then what happens in the autumn, Do I do ths all again??
