I can't see that terribly clearly but I think it's a Tradescantia zebrina - grown in the UK as a houseplant. Don't think it's frost-hardy.
There are various sorts with different colours and stripey markings.
I agree with dove. Not hardy tradescantia.
I know it as Setcreasea but I think it has had a name change to Tradescantia pallida I
It grows outside ok in the summertime but has to be kept indoors or in the GH overwinter!
There used to be lots of it growing along the seaside resorts along the south coast!

Gardening in Central Norfolk on improved gritty moraine over chalk ... free-draining.
