Chrysanthemum - Bugs

I have these black dots on my Chrysanthemum. Any idea what they are? I assume they are a bug, and not a fungus. Are they harmful to the plant, and is there any particular bug spray to rid them?

Not the best pics, I know.
Probably blackfly, common on chrysanthemums, you can spray with soapy water or use an insecticide.
