Garlic and red onion sets

Hello lovely green-fingered people....Have I left it too late to plant my winter garlic? What should I do to ensure that I can harvest large fat bulbs?...and if you don't mind me asking yet another question, is there still time to plant out red onion sets? I live in North Yorkshire and my allotment is on the outskirts of York.

I don't plant red onion sets until March/April, but I live in Dordogne. In Feb the weather can be awful.
