Can you let me know what this is and how I can get rid of it from my garden with out resorting to the flamethrower?

It's Field Horsetail, Equisetum arvense. It's hard to eradicate, the best way seems to be trampling well to bruise the foliage then applying a glyphosate-based weedkiller. No doubt you'll get lots more suggestions.
