HYDRANGEA BUG

While repotting one of my Hydrangea's today I noticed a strange bug on the underside of the leaf and on the branches.

It is  white boddied and brown head doesn't move but I squeezed one and slimmey inners the whole shrub is covered!!!!!

Could anyone tell me what it is and is it a good or bad bug as never seen it before.

Thanks

There seems to be a type of scale for every plant these days.
