Can you cut box with electric cutters or can you only use hand shears??

You can but most people don't because you will hack it instead of clip nicely
Yes you can cut with electric trimmers. It takes a good eye or guides( string or rope) to get straight lines. Round or curved shapes are a bit trickier and guides are preferable. Electric cutters an leave a few straggly bits so if your'e using them, shears or secateurs can be used to trim up.
