Bell pepper slow/no growth?

Just wondering if this is a problem or if they're requiring hot temps to decide to shoot up? I planted the seeds with some other plants (toms, cucumbers etc), they're doing fine, but the peppers, albeit taking a week or so longer to emerge, have shown very little growth, we're talking still seedling type stage, 4/6 leaves and that's it. They're green in colour and don't look apparently sickly, but....incredibly slow growth. They're outside in an unheated greenhouse now along with everything else.

Ah I see, so are nights below this (though obviously we're heading towards warmer nights now) causing a stunting of growth? Will the plants growth more rapidly once we get later in June/July? Suppose the problem is it may well mean no peppers from it?

I have a shop brought sweet banana pepper plant, it's significantly bigger albeit no flowers yet, see how that does..
Joe, the shop-bought plant will have been reared in a hot house. Most of the plants for sale that seem very advanced for the time of year have been reared thus.
Capsicum probably need things warmer than tomatoes because they take a lot longer than toms.
