Chainless
In 2014 I planted a laburnum tree which flowered in May with dozens of golden chains.
This year, although the tree is growing, and appears to be thriving, no chains have appeared.
Is this normal? Do they flower every year, or have I a problem?

My neighbour's full grown laburnum is laden with flowers but our small, dwarf tree (4 years old) is just forming flowers now. It flowered for the first time last year. I blame the cold weather this spring - and it has been cold up here in the North East.
