Honeysuckle won't flower

We planted this honeysuckle five years ago against our south-facing fence. It looks healthy enough, gets fed, and each year produces buds which look fine, but they never open into the flowers, just wither and die.
It's so frustrating; I'm a novice gardener; any ideas, please?

My thought too Verdun - honeysuckles grow naturally in damp woodlands and hedgerows - plenty of water needed, especially against a south-facing fence
Gardening in Central Norfolk on improved gritty moraine over chalk ... free-draining.
How about talking to your honeysuckle?, Prince Charles talks to his plants.
Gosh, thanks for the speedy responses. Yes we do water it regularly too, but maybe we'll increase the amount.
