Honeysuckle won't flower

We planted this honeysuckle five years ago against our south-facing fence.  It looks healthy enough, gets fed, and each year produces buds which look fine, but they never open into the flowers, just wither and die.

It's so frustrating; I'm a novice gardener; any ideas, please?

    My thought too Verdun - honeysuckles grow naturally in damp woodlands and hedgerows - plenty of water needed, especially against a south-facing fence image


    Gardening in Central Norfolk on improved gritty moraine over chalk ... free-draining.

    Gosh, thanks for the speedy responses.  Yes we do water it regularly too, but maybe we'll increase the amount.
