Bedding Begonia plugs

Hi All
I have some bedding Begonia plugs in approx. 1" pots. They are filling the pots and have started to produce flowers, however I cannot see any roots appearing from the bottom of the pots.
Shall I still wait till the roots appear or do I pot on?
Do you thing they are still to small at an 1" across to go straight into the flower bed?

They sound a bit too tiny to deal with the big bad world. If you are worried about potting on before they have enough roots, knock one out of its pot to see how the root system is developing.
