Communal Gardens

Does anyone know my rights.  I live in a ground floor flat that until this morning had a lovely green shrub immediately outside my front window.  I live in a housing association property and there is a communal garden at the back but the front piece that I am referring to as far as I know is just a small landscaped area planted up and tended by the landlord.  We pay a service charge for the gardening (just mowing and tidying).  One of my neighbours today has dug up this shrub and has informed me that she intends putting in a bench so that she can sit at the front.  She is a smoker so this will be immediately in front of my window and smoke is bound to come in.  I am really upset that she has done this without even consulting me.  She tells me that everyone wants this but at least one other neighbour is really upset.  Does anyone know if she is allowed to do this and if I have any rights at all in the matter.
