wisteria disease?

Hi. I noticed today that one of my wisteria plants had what looks like spit forming round one of its buds Is this a disease of some kind? If so what should I do please? Thanks!

Cuckoo spit. Have a poke inside tomorrow and see if there's a little green insect inside.A froghopper
