Dusty soil... How to fix?

Hello, I have been adding soil conditioner from the garden center my soil to add organic matter... However my soul still has a fine dusty crust on the top. If push my finger into the soil it has a slightly hard crumbly crust and it looks grey and dusty. Is more soil conditioner needed? Thanks Craigh

My soil can be a bit like that.. so when I plant out seeds I cover them with bagged compost instead of the garden soil.  It does two things.. keeps a crust from forming so the seedlings can push out, and also marks the rows clearly.
