That's interesting, useful to have some real first hand experience. It makes sense for rotavating to weaken everything. One reference I read suggested rotavating 3 times at about 3 week intervals over the driest, hottest 2 months of the year would virtually eradicate most perennial weeds.
About 20 years ago I cleared my then new plot of bramble, bindweed, dandelion and couch by manual digging and picking out all the root. Whatever root I missed I dug it out as it popped up again and I hoed off the annual weed seedlings. It took two or three years to get it completely clear and it was plenty of hard work but after that normal weeding has kept it in pretty fair order.
