Gravel garden

i recently moved into a new mobile home on an established park for retirees. Went for the easy maintenance option and a contractor quoted to remove grass, lay a membrane and cover with gravel. One month down the track it has become obvious that he only skimmed the grass, left weeds etc in place and covered with a white membrane leaving gaps all over the place. Consequently, grass and weeds are now springing up everywhere. Had hoped to go for a mediterannean look and plant shrubs directly into the membrane.threat of legal action is meeting with silence. Is there something I could plant that would overtake the grass? I don't want to use weed killers and as it is a large area, instructing another contractor to remedy would be too expensive. Any ideas for planting, organic remedies would be appreciated

    Get yourself a flame gun?  From my understanding, they are pretty easy to use.. and a safe organic option.  You'd probably have to go around the gravel every few weeks though, as new weeds pop up.  

    Personally, I would photograph evidence and take them to a small claims court.  Give them a letter to notify them you'll submit your claim on such and such a day unless it meets your previously agreed specifications (solid high quality membrane, four inches of gravel, all underlying sod and weeds removed, etc.).

    I agree with Blue Onion - take good photographs and sue via the small claims court - it's relatively easy and inexpensive.

    Thank you very much for your responses. I have been doing exactly what you suggest  Blue Onion....minus the flame gun lol. I am just trying to explore any other options but there really doesn't seem to be one apart from going to the Small Claims Court. Thank you both again.
