can shop bought ant killer be used against carrot and cabbage root fly

You should never use pesticides for anything other than the purpose for which it is developed. Always follow the instructions on the packet.
Apart from the fact that it is unlikely to work in the way that you want it to, it may leave toxic residues in your plants or in the soil.
