They tend to be purchased as rooted plants and thus can be planted at any time it is not frozen outside but buying them dormant in early spring and planting then gives them time to settle before they wake up in late spring.
I've seen it suggested that it's best to buy wisteria while it's in flower - you then know that it's reached maturity and you won't have to wait years and years for blossoms.
