What age do shrubs start to flower ?

I bought a 3lt Weigela 'Florida Variegata' last April and it looks healthy, but I can't see any sign of any flowers / buds.

It made me wonder, do shrubs have to be a certain age / size before they start flowering ?  (apologies if this is a ridiculous question) My neighbours Weigela is about to burst into flower. (may be a different variety, but I did try to match it as I liked it so much)

Any ideas ?

    I wouldn't worry. I think you'll get flowers next year.Usually small ones don't flower until they get their roots down. And no question is ridiculous, it's how we all learn.

    Its not a ridiculous question. Some plants of the same species do not flower at exactly the same time. We have conker trees next to the garden and they stagger their flowering and some years one will look better than the others. They can't be on top form every year. Maybe your weigela is just a bit more laid back than the one next door.
