black insect

I have a huge number of small black insects in my garden but don't know what they are. They are similar in size to a ladbird, although the body is slightly more oblong. I first noticed them on my washing but have seen several of them together on leaves of my pyracantha. They have eaten some holes in the leaves. It can fly. Can anyone tell me what it is and will it cause any harm? Thanks Billy3
