I've just moved some daffs while they were in flower no problem, so yes you can certainly shift those - just keep an eye on them regarding enough moisture. Tulips might be a little more fussy but should also be ok - they prefer good free draining conditions. Deadhead, feed them all to help replenish them for next year, and let them die down naturally.
