When does cherry blossom?

I have a small tree around 1.5m tall in my garden which is labelled as a 'Cherry' tree. (I don't know if it is a fruit bearing one or a cherry blossom tree.)
I notice it hasn't blossomed yet at all. There are some buds coming out but it looks a very long way off flowering. When I was in Japan they would flower first week of April or so.
Is this normal or is there something wrong with the tree?
Also, how can I maintain it. Do I need any special fertiliser or can it just survive on rain and sun?

I have 2 ornamental ones and an edible one - the ornamental ones are in flower now and the edible ones blossom is just opening up in the sun today
It depends firstly on the variety and then how cold, wet and windy winter and spring have been. My bird cherry is just showing buds and is nowhere near ready to flower. My prunus cerasifera nigra has been flowering on and off for a couple of weeks but has really started to show its colours in the last 2 very warm and sunny days.
If it doesn't flower well this year try giving it some slow release blood, fish and bone or rose fertiliser and a liquid tonic of tomato food to encourage flower power for next year.
Mine has just come into flower today (I'm in Essex). My son lives in Korea and he said all the cherry blossom festivals were the first week of April.
We're in Norfolk - some are out now, but not all of them by any means - we get chilly winds in March.
Gardening in Central Norfolk on improved gritty moraine over chalk ... free-draining.
my stella cherry is still way off flowering, in the NE. It'll most likely be may before it flowers.
My plums are just starting now.
