Parsnips, carrots and beetroot

Hi
I planted some parsnip, carrot and beetroot seeds last year. I went to dig them up in Feb and they are really small. Can I leave them in this year or am I better off digging them up, putting them in the composter and starting again?

If you leave them they will just run to seed so best to start again
