Reducing a tree stump below ground

A family friend of mine has recently cut down a large tree (unable to name type as it was removed before it was removed)
He wants the stump reduced by about 200mm so it sits below the ground level and then to apply stump rot chemicals to degrade. The stump measures 200mm in diameter
How and what tool would you use to reduce the stump to this depth

A stump grinder is usually used for this. You can hire them from about 70 quid upwards for 1 day. It might be cheaper to get someone in to do it, but do take care if you tackle it yourself as they are highly dangerous machines.
I'm with Bob, get a nice man in who knows what he's doing.
There is a franchise company called Stumpbusters .....we have used them a few times ....most recently this week! Reasonable prices and do a great job. I would see if there are any near you
drill some big holes all over it, fill with BBQ lighter fluid, build a little bonfire over the stump, light it and let it slowly burn away

The main problem is that the stump is very close to some neighbours close board fencing, nearly on the fence line. Removing or grinding down would mean that the fencing would need to be remove/refitted or renewed. We have spoken to the neighbours about this and suggested that we would reimburse them for any damage to the fence. But at present they seem reluctant to except this
I had done this with an axe. It takes most of an afternoon. I found, sitting down next to the stump and hacking at it below ground all the way round and cutting through the roots really helped and then digging my boots in and pulling and wiggling until it came free.
It was a lot of work.... but that feeling when you finally pull it from the ground was amazing.

Went back to the garden and after 4 hours of hard work using a matlock, pruning saw , bolster chisel , lump hammer, fence piost bar and a lot of grit and determination the job got done. Reduced the stump below soil level. Good workout if you want it

i realised yesterday that I am not as young as I think I am
I ache in parts of my body that have not ached in years
. I had planned to do a lot of gardening today . But me thinks a rest day is required and get revitalised for the week end
I'll be feeling like that tomorrow morning Steve - 30 bags of manure and compost to move today.. Bits of me still ache from the long Easter weekend!
