Cutting back perennials

Is it the right time now to cut back last year's penstemons and centaurea? There's lots of new growth at the bottom of the plants.

    Will be careful I don;t damage the new growth. Thanks Verdun. One more thing, I asked a while ago about the osteospernum that I have; it looks very dead, but the bottom of the stems are green when scraped. When can I can the dead looking stems away?
