Rose problem

Last year I had some leaves on some stems going curly/shrivelled - no where near all stems but a few and on those stems there are no buds. I will take a photo this year but does anyone recognise this and can anyone recommend a solution. I am hoping to recognise the problem early this time and address it promptly if possible.

Could be sawfly caterpillars chewing through the leaf joints, but as you say a pic would clarify.
It is a bit like this. I don't know how well this comes over as I pasted it from the web. Some say that it is due to a cold snap but I get it randomly so I don't think it is that.
I also get buds that don't develop and just drop off - I don't know whether these things are connected.
Thanks, it wouldn't be frost as it happens in the Summer - my problem looks worse than the picture. I will take a photo when it happens again. When it does I normally cut off the offending stem to the first normal leaf. It has never affected the whole bush but the randomness is weird.
It's actually caused by an insect nibbling the emerging leaf which causes the effect you see, but it's not something to worry about, and won't harm the rest of the plant.
