Royal Wedding Poppy

I sowed some seeds in jiffy modules and they come up well.  They have four small leaves on them but they seem to have stayed the same for a few weeks now.  They look a bit spindly, about half inch tall.  I have them indoors in a well lit room, keep them well watered.  I took them outside this morning to enjoy the fresh air and some sunshine.  Am I doing something wrong, they just don't seem to be progressing and I can't believe they will be flowering in June.
