Another Unknown Plant ...

Hello!
Apologies but I am back with another picture of a plant needing identifying. In the picture below it is the growth which looks like a black tangled mess, it also has a rather strong scent and on close inspection does have some live growth with green spiky leaves that have black edging, from what I can remember.
I'm attempting tidying up the raised bed for someone which it is in so could do with some help on what it is before I do anything else.

Thyme is a possibility with the strong smell. I'd cut it back to base. It will either grow or it won't but those bits will never look good again

Thanks nutcutlet, Il give it a good cut back, there's rather a lot of it!
Oh I forgot to mention I tried looking to the base for new shoots but couldn't see any, however there was fresh new growth along the long growth, wish I had a picture of it
