Any ideas what's causing this

Hi Folks, I have a small shrub in the garden which BL identified as a Euonymus a while ago. I had been thinking of replacing it because it seemed to have some sort of disease. I decided to wait and see what happened before doing anything drastic.
I think it is getting worse, the photo below shows the damage. Does anyone know what it is and can I save the shrub.

It could be powdery mildew you can spray against this.
I think I may have answered my own question. I think it's Euonymus scale. RHS had some info on it. Apparently it only affects the evergreen variety and until recently had only been in the south of the country but now is spreading north. They have some suggestions for treating it but apparently it's difficult to remove. I may give it a go before I dig it up.
