Fritillaria "No show" on the 2nd season

Early 2014 I planted 4 Fritillaria (2 red & 2 yellow). All the plants came up more or less together, and all bloomed in the way anticipated.
This spring, 3 of them are through and about 9 or 10 inch tall. There is no sign of the the 4th one.
Is it normal with these plants for them to sometimes miss a year. Or is there another reason for the "fail" such as mice may have eaten the bulb?

The flower heads got knocked off mine by heavy rain over the past two days.
I think it is common for bulbs to work well in the first year, using the energy from the bulb, to then miss a year while they properly establish.
