Brycey, you feed after the first flush of flowers, having pruned back about 6 inches from the head. Weeping roses are usually once flowering, so don't expect miracles, however I've had success with ramblers, usually once flowering, by pruning back as described and regular dead heading. You won't achieve repeat flowering (a good display) with either of them. Repeat the the first process and you may get more flowers. Roses unless bred to repeat flower can be hit and miss.
