Raising height of flower bed

Hi all,

I'm planning to raise the height of the bed at the end of my garden.  I am going to put sleepers down to retain the soil.

Quick question, there will be between 6"-9" that will need filled on the soil that is there already.  do I fill with compost or top soil? or something completely different??
