I would plant them now - my peony has had shoots above ground for quite a while now - the weather's not harming it - they're very tough.

it will take them a couple of years to bloom anyway. pot them, being careful to plant them at the level they will go into the ground. a great peony-these were mine last year.
You say packet. Is it one of those plants in a cardboard box with a bit of compost in a plastic bag?
That might need a bit more TLC. it won't have been outside. Pot up and get it going and plant it out later. I'd protect it for a while as well.
If it's growing in a pot and has been outside, plant it as Dove says

Mine were planted in the autumn. They were sent to me by a peony specialist with instructions to plant them straight into the ground straight away, cant remember what depth but it was only shallow. I planted three, Duchess de Nemoures, Sarah Bernhardt and White Cap I'm just keeping my fingers crossed that they are OK, none have shown yet but the one I've had for years is showing through and has been for about 3 weeks.
ive got a sarah Bernhardt and have too admit it's my favourite of them all
Yes it was delivered in a plastic bag with a small amount of compost round it so ive followed Nutcutlet's advise and potted them up this morning and ive put them in an unheated greenhouse till weather picks up, fingers crossed .I already have Sarah Bernhardt ( which is lovely ) but while watching the garden revival program spotted the "Bowl of Beauty" which looked stunning. Thanks everyone
