poor privet hedge

having planted a new privet hedge 18 months ago,it looks very sickly & dis-coloured.Growing OK but loses most leaves during winter.Have tried various fertilisers inc fish/blood/bone but to no avail.Any suggestions?

Nick it's winter, privet is only half evergreen, sometimes not at all in very cold years.
