I don't think you can do the cuttings till the tubers are producing new shoots so, if you have somewhere relaibly frost free and sunny for them to grow on, start your tubers off soon but don't put them, or any cuttings, outside till some time in May, depending on when your last frosts are likely to occur.

You could start the tubers off , somewhere warm, and then when they have shoots 2-3 inches long, use those as your cuttings.

You can also divide the tubers, but you need to be able to see the "eyes", so that each division has growing points.

Personally I think it is too early to be doing anything with them. I start mine in a cold greenhouse in April.

I will start mine mid March. I dont bother to take cuttings as they are so easy from seeds.

Mine are still in their dry state.  Early March I shall start misting them with water (from a spray bottle) and then mid March I pot them up to start them into growth.  I keep them indoors until mid/late April.

I remember last year i accidently snapped one of the shoots off and i threw the shoot in a old pot outside that i had not yet replaced the soil in and the shoot rooted by itself and i used it as a plant. Very east to root from cuttings. I normally just divide the tubers or grow from seed as others have said as they are so easy.

Seeds are fine, but you do not get the huge variety available as tubers. Also they don't come true from seed.
