Plants to edge a bed to scare cats off

Help!!!!!! They are turning my round bed into a toilet, especially As the flowers are dormant so any ideas of something to plant that will keep them off all year round. Anything that can edge it??

    B&Q sell i think it is called cat scare or along they lines you can get 1 for a tenner or 20 i got the 20 1 put a battery in in it it works on movement so if a cat strays in to your garden it gives out a hi pitched sound and scares the cat off with out hurting it image it comes with a stand and you put it in your back facing the way you want it , it should do the trick image

    I thought about an edging plant then I will fill in behind with other plants. Wondered about lavender

    I have used twig's of holly stuck into the ground, they last a long time but be careful they are sharp. Also jeyes fluid diluted and sprayed around the affected area but if you have pets I wouldn't recommend it.

    Doing my head in, getting it on my trowel or my dogs try and dug out and eat! Does lavender or any other plants deter??

    I've tried all sorts even wild garlic, cats unfortunately are difficult to deter; maybe legislation like that of dogs might be needed and of course the owners held responsible.
