I am thinking of planting some step over apples in my allotment, am I right in thinking they should be kept to a maximum length of 12ft from tip to tip??.

That sounds about right. If you want more varieties than one it would probably be better to keep each tree shorter in length to give you room for more trees.
I skimmed through your posting and thought you meant 12 ft high! It crossed my mind that you must have very long legs. Then I read it properly!
