Are there any Dahlias that can be kept in the ground all year without having to lift the tubers for winter

Grow them in a pot, move them into the shed/greenhouse etc for winter. Dahlia tubers tend to rot in the ground over winter ( they will where i live ), you could leave them in the ground and see what happens, i think you cover them with straw or something similar.
As Perki says they rot in most parts of the country if left in the ground. They do in S. Yorks.

There is a perennial dahlia that is hardy here up north it's "merkii" it's not easy to come by probably because it dosnt have very showy flowers
