small tree that has long tail like things hanging down ??

No picture but the tail ( seeds. Flowers) are in small bunches about 5" long. Anyone know the name.

    If the tails are hanging now it could be Garrya elliptica. If the tails were purple and hanging in the summer, then Leycestria formica (pheasant berry).

    Is it evergreen or deciduous?

    Yes its green now, not itea though just looked it up.

    Have you looked at  the Garrya eliptica that hogweed suggested?

    Lovely plant. Mine's looking good this year. It sometimes gets damaged by cold winds and leaves turn brown
