are fuchsia's ok to leave outside over winter, just noticed my one is dropping it's leaves and becoming a twiggy bush, is this normal?

Depends if they are hardy varieties or not. Some are OK outside, but most of the big flowered ones have to be brought in, conservatory ideal, for winter. Best to pick the leaves off anyway on indoor ones, discourages white fly etc. They are deciduous so outdoor ones will drop leaves anyway.
Hello , I have some Hardy ones planted in the Garden which are fine left out , about 4 years ago it went down to -11 and snow for months and they where fine
However , I Have some Hardy ones in hanging baskets and I have all ready put them in the G/H
I live in the very north of the Scottish Highlands. Fuchsias grow very well up her. My neighbour is a big fan. He has several varieties in the garden, plus a few more tender varieties in a unheated greenhouse.
