Lookd like it to me! Where have you got this plant? I've just cleared the last of my chillies from the greenhouse (too cold for them to ripen now I think) & am already planning for next years planting (January I think).
if your lucky you can cut the stem of your old chilli plants to about four inches from the ground water and fertilise it and bring it inside for the winter and it will shoot and produce lots of chillis the second year
There's unlikely to be enough light at this time of the year for the plant to be able to set and grow fruit, daisy, even though you seem to have it indoors so it will be warm enough. There's a good chance it will survive through this winter though and if it does, re-pot it to a slightly larger pot in spring and I'm sure you'll have a good crop next summer.

I've got the plant on a window sill facing a south facing garden and full sun today
It's weird coss I planted it really late but it hasn't even been a year yet and is getting blossom?

I never knew that's thanks but I think I'll keep it like this so at least I may be able to try my produce (even quicker)
