Too much gravel!

I have a huge expanse of garden (used to be farmland) with a very wide and long drive. At the moment, it's covered in gravel, some of it loose, some of it compacted, and lots and lots and lots of moss and weeds.
I don't want to spend the rest of my life weedkilling and want to change the whole thing to something low maintenance, eventually.
One thought is to have a guy with a digger/scraper scoop up all the loose gravel and leave the soil exposed, plant some thyme serpyllum seeds and wait forever for it to cover the space, which still involves lots of weeding but will be lovely when it eventually covers the space.
Another thought is to remove the gravel and attempt to turn the whole lot to lawn. Not really ideal, though.
Another thought is to scrape away the gravel, lay down weed membrane and then figure out whether to re-lay the gravel on top of that, or find a really lovely alternative.
The garden is also on a gentle slope, which doesn't really help, and also has a new young beech hedge growing in a line through the middle of it.
The soil underneath the gravel is good quality generally.
I would appreciate any and all suggestions and inspiration!

Scrape away the gravel, lay down a weed membrane. Cut holes and plant some thyme, lavender, rosemary, santolina sort of plants and re-lay the gravel. There are lots of photos in that link, some simple, some more ambitious.
Thanks Verdun, appreciate the input. I bought amazing grass seed recently for another part of the garden and it looks lovely, but I was thinking of something different just to break up the look of the place. I was thinking about Irish Moss, maybe...
