If the wall is only a foot high you would get away with using two courses of breeze block (concrete blocks). They would be heavy enough to not need mortar as long as they were laid on a compacted base.

Bidz - I did use mortar to set the marble slabs in place so they didn't shift when people sat down. You'll need to anchor your coping stones or paving slabs.
