Cut them in early to full flower when the weather is dry - preferably in the morning to get the best of the fragrance (or so my book tells me).  I have had to take advantage of the odd days of dry weather, but have several bunches hanging up and drying quite nicely.  I must confess that I can't be bothered with the sewing involved in making lavender bags, but use short lengths of old tights, securely knotted (!) for quick lavender bags.  The linen cupboard and winter woollies benefit - and even if the "bags" don't look pretty, they do the job!
