Pebbles to grass... HELP!

Hi,

I am new to gardening and would like to grow some grass for my 1 year old son to play on. I also have a dog so I'm wanting to section off the garden by putting up a fence. Currently there are pebbles down I know I need to clear these but believe the soil will be too dry to plant seeds? I would appreciate some tips on what I need to do next, which seeds I should buy etc. This all needs to be on a low budget as I am a single mum but I really want a nice area for my son to play in so I'm determined to do this!

    If you can afford it, prepare as Verdun says but buy Canada Green grass seed.

    I bought this from Argos once, it was cheaper than the GC but shop around, it really is the best, although a bit more pricey than normal. Well worth the extra money.
